...just don’t give them “Agency,” or the ability to control facilities or finances like weapons or money accounts to manage.
A “pause” seems like a VERY good idea. If you doubt this, go watch “Colossus: The Forbin Project,” and the first “Jurassic Park” movies.

“Que mala” Harris does not have that much natural intelligence, what makes anybody think she could deal with an artificial intelligence?
