"74 arrests in 9 years is over 8 arrests per year, more often than once every two months." And he obviously committed many, many more crimes that he was not arrested for.

The “three strikes and you’re out” laws always made sense to me. Commit three felonies, and it’s obvious that you cannot be rehabilitated. Long prison sentence for you. But you don’t hear much about these laws anymore. I guess they were repealed.
Anyway, in Chicago it’s evidently 76 strikes, and you get 5 years - and then probably out in 2.
