No, you said Finland had nuclear weapons. Belarus gave up its nuclear weapons under the Budapest Memorandum along with Kazakhstan and Ukraine.
Second, Russia has not actually sent nuclear weapons to Belarus. Putin says he will by July and is building a Iskander storage facility there.
Russia has yet to actually follow through, and July is a long way off in a war like this.
Given US and Russian strategic nuclear weapons, the location of tactical nuclear weapons is meaningless.

True, there is a reason since 1991 they were rejected to enter NATO or the EU. Besides the poverty level and wide spread corruption, who in their right mind would sponsor rebuilding the country with $800 billion ? (Blackrock estimate).
The EU is broke, the West is broke, it took Germany two decades to reabsorb Eastern Germany, and South Korea refuses “ reunification “ due to costs.
