It appears they have identified the culprit, a 21 year old military guy who is a heavy war gamer and probably given to bragging about how much he knows. My question is who thinks giving Top Secrets to 21 year olds is a good idea, and how are they vetted?? What a stupid kurfluffle.

Agree anyone who handles that type of information needs to have someone over them to keep an eye on how they handle it.
Too many people join the National Guard for the weekly meetings followed by beer drinking, the few bucks they earn for attending drill nights and for two weeks of camping every summer.
(Encountered lots of unhappy activated NGs during my US Army days in the Korean war era.)
