Trains travel in blocks. A block is a section of track of some distance and no two trains are allowed on a block of track at the same time. It’s coordinated at a central operations center with signals, radio, and data streams.

In most situations, a system of signals is used to control the passage of trains between the blocks. The previously-occupied block will only be marked unoccupied when the end of the train has entirely left it, leaving the entire block clear.”

I can’t speak for US standards, but in Canada CN and CP know where their trains are at all times.
I wonder, with the cancellation of the Keystone Pipeline, that the use of rail would put unsafe stress on the rail infrastructure.
