Does the bill mandate how much stock there must be per square foot? How many employees must be on hand? if not then. One can of soup in the whole store until the council “allows” them to sell or close.

From the excerpted article:

[...] would be prohibited from causing a grocery establishment that is located in a geographic area designated by United States Department of Agriculture as a food desert to cease being fully operational and open to the public until the establishment provides a written notice [...]

THIS IS GOVERNMENT OWNERSHIP of business, I.E., communism.

Let the government run grocery stores. They will deal with with thieves under guise of “stealing from the collective”.

Atlas Shrugged is still relevant because the communists have a single playbook they repeat ad nauseam.
