If you make denials a regular thing (or even do it just once), then refusing to deny becomes a confirmation.
When trying to keep things secret: the less said, the better.
I’m not particularly fond of government secrets, but let’s face it, national security often depends on them.
FOI has made a dent in how much the government can keep secret. But the courts decide what secrets are and aren’t national security issues, and it’s hard to trust the courts these days.
They have not rules out they were balloons escaped from kids birthday party either. We can list a whole host of things they did not rule out.
