Judgements as to whether someone “needs killing” should be made by the courts, not the police on the scene.
Use of deadly force in defense of self or others is justified only in the case of imminent threat.
If there was no one within his reach, and he posed no imminent threat. If he’d had a gun, or a knife and there was someone within reach, or had the ability to chase someone down, he’d have posed an imminent threat.
But none of that was true.
If they’d simply waited, what could he have done?
