What exactly could an electric motor power that would push that balloon in a determined direction?

It certainly wouldn't be a propeller since the the atmosphere at 68,000 feet isn't dense enough for the propeller to push against.

Then please tell me what exactly was powering that 200 foot balloon with an alleged payload of 2,000 pounds at an altitude of 68,000 feet, which is too damn high for any fuel and oxygen driven motor.
