Eric Adams was a former cop so there is that What, exactly, is that?
He collected a city paycheck, but he was a house mouse. He ran his racist organization. He flipped to the GOP during Rudy's time and got his captaincy from the "preferred" list after which he went back to being a RAT. I've searched all over but can't find out what his command supposedly was. Perhaps you know and that is the that you spoke of.
