The purpose was to be able to blackmail and bully Eastern and Central European Countries, by being able to cut off their gas, while having alternate routes (Nordstreams) for Russia to keep making money from German gas sales.
There is a long history of Russia trying to tell those countries that their gas was cut off, but that by contract they still had to let the gas continue flowing through their Countries to Western markets. When push came to shove, they took what they needed. So Russia wanted Nordstreams, so they would be able to choke the Eastern and Central European Countries at will.
