This sentence appears to state Pfizer/BioNTech developed LNPs in conjunction with their vaccines. They did not. LNP delivery vehicles were developed/approved well before the pandemic, delivering medications unrelated to vaccines.

I believe your logic is faulty. The text does not claim LNPs were developed by Pfizer/BioNTech, but only that such particles were found at the sites mentioned even in early testing. Representations have since been made that they would not spread to such locations away from the injection site, even though such representations should have had the information that LNPs had been found in earlier testing at the sites mentioned.
In other words, such representations were lies and this info proves it.
