There was no need for Putin to launch an invasion if all he wanted was for Ukraine to be neutral. In effect they were already. What chance was there that Ukraine would attack Russia? None.
Putin has more on his plan than just Ukraine. If Ukraine falls then he'll make the same argument about Poland - now it is a neighbor and he can't have a neighbor in NATO.
And after Poland Putin won't accept a belligerent, NATO member like Germany on his border, so he'll want Berlin back and Germany to be neutral.
