No, he's suggesting that vaccines should be vaccines, not some redefinition of the term to include a shot that is spectacularly ineffective, and in many cases - moreso than any other vaccine - deadly for the recipient.

I guess it depends what your expectations for the vaccines are. The effectiveness against infection seems to wane but they remain very effective against severe disease.
