grades should be a measure of what a student knows and has mastered in a given course.

So, if a child with royal blood knows nothing and has mastered nothing, do they get a trophy or something?

It's not about being ‘stupid’. It's about having behavioral issues that lead to failure. If you are cutting classes (yes, it happens in middle school) and hanging out on street corners at night instead of doing homework, etc., (yes, this also happens in grade school) then you can get Fs. This is especially easy to do if your parents pay no attention.
