He was falling asleep. The staff acted to avoid any chance of him falling asleep or falling over getting seen on TV. The raised voices were to wake him up and drown out anything he said in case he sounded confused.
My take is that the reporters were shouting like an uncivilized mob and someone said enough of that.
This is not a real administration, it is kabuki theater. This demented jackass can’t last another six months at this rate. The world is laughing and we are so screwed....
