I think the problem with that line of thought, is that there is not a uniform group in charge of the country. There are still several sects which have yet to form a cohesive whole.
This might be even more so in the north.
A splinter group might have no problem making a violent statement.

JUST IN - Six planes with hundreds of evacuees, including American citizens, are not allowed to leave Afghanistan. “The Taliban is basically holding them hostage to get more out of the Americans,” a senior congressional source told CBS.

I’m not flaming you, I happen to agree with you on most of what you say, but I don’t put anything past them. They’re evil. There are a thousand things they could do to those hostages. That’s what scares me.
A US lawmaker has accused the Taliban of stopping Afghans and Americans from leaving Afghanistan via Mazar-i-Sharif International Airport.
Republican House member Michael McCaul said on Sunday that planes had been trying to leave the airport “for the last couple of days”.
An NGO confirmed to the BBC that it had people waiting to board one of the flights.
The Taliban has denied the claims, labelling them as propaganda.
Spokesman Zabihullah Mujahid told the BBC: “This is not true. Our Mujahideen have nothing to do with ordinary Afghans. This is propaganda and we reject it.”
Mr McCaul, the top Republican on the House Foreign Affairs Committee, told Fox News there were six planes carrying American citizens and Afghan interpreters waiting at the airport.
“[The State Department] has cleared these flights and the Taliban will not let them leave the airport,” he said.
The Texas representative added: “We know the reason why is because the Taliban want something in exchange.”

The US media elite did not just discover TODAY there have been American citizens at Mazar-i-Sharif airport and 6 planes that are not allowed to leave Afghanistan.
They US government told them not to report it. They obeyed.
The Taliban knows this.

Looks like media elite have finally decided to report on the 6 planes with Americans trapped in Afghanistan that I told you about four days ago.
Confirmed.
6 planeloads of hostages, on the tarmac for days.
Days.
Seeing reports of 19 American citizens and 2 permanent US residents on the planes along with the Afghan allies
