Anthropogenic CO2 increases are a few dozen ppm at best.

Dihydrogen monoxide concentrations are, on average, 30,000 ppm.

So 30 ppm affects that?

You might want to work on that wording a bit. As written, “any source...any time...any place...any reason” would give me the right to burn down my neighbor’s house.
