Sounds to me like a distinction without a difference. If you have a job at any big corporation or government agency saying that homosexuality is a defect would get you fired on the spot.
And is being born with the penchant for setting fires or a kleptomaniac or a liberal, a mental illness or a defect?
What it comes down to is whether a particular trait is tolerated by a society or not. If society decides that an unusual trait is rather harmless to society, than it’s tolerated. If on the other hand a trait is deemed harmful to a s, then there will be efforts to curb or elinate such traits which could involve treatments or even removal from society at large (jail) if the person doesn’t respond to treatments.
So the 64k question is this, does tolerating or even enabling and celebrating homosexuality harmful, beneficial or neutral to a society?

When I enlisted in The Navy after high school (60 years ago this August) I had to fill out a medical questionnaire, a checklist of diseases and infirmities. One of the items was "homosexual tendencies".
China wants those movies shown in the US and Europe, because they know it further weakens their enemies.
