Budesonide or Pulmicort are inhaled steroids and maybe you can get them over the counter in the UK. In the US you need a prescription.
As for the gist of the article, I’ve read that steroids in various forms are effective in treating COVID.

Makes sense. Steroids work by preventing your own immune system from overreacting. Most covid patients with extreme illness are suffering from an immune system that has gone berserk trying to fight the infection.
Interesting since I use a Steroid nose spray for nasal drip.
