Horowitz lied when he said they could not find evidence of bias. Sorry. There is simply no other conclusion any person could make. None.
Furthermore, I don’t believe he interviewed enough people. What this story and others in the last week highlights is how far off the rails this was from the beginning. That is not my opinion. Flynn was originally head of DIA under Obama; they had differences of opinion on policy and Flynn left, then went over to Trump. Obama couldn’t have that. He had to destroy, or try to destroy, Flynn. That may (hopefully) come back to bite him. Hard.
