One of the main reasons America has been so much more productive than the rest of the world over the last 100 years has been the automobile. It frees Americans from the endless waiting that is common everywhere else. I'm in Europe often for work and one of the first things you notice is how patient everyone is there. That's because they're used to it, they're always waiting for whatever form of public transportation they're using that day to arrive. The trains and subways are good there, they have to be because most people don't have a vehicle. Even the best train system is still extremely time inefficient when compared to taking your own vehicle. When shopping you're limited to walking distance or you have to get on a train which usually means waiting at least 30 minutes between them. Time is money and having your own vehicle allows you to waste a lot less of it, that's one reason America is so much more productive.

Electric cars aren't really practical and won't be until there's a giant leap in battery technology, and Newsome knows that. It's going to force Californians into public transportation which isn't currently very good in California. It'll force them to travel less because of increased cost and more hassle. They'll become more like europeans who don't travel much except on their yearly "holiday", they'll pretty much be locked into their neighborhood most of the time.

Look for less mobility out of California's population, less productivity, and lower living standards.
