Yes, a month into his service with the Navy in 2013 he tested positive for coke. But he was not discharged until 2014 per multiple sources including the Wall Street Journal and the New Yorker.

The New Yorker story says he was discharged in February 2014, the same month he received this $3.5M payout from the Russians.

18 U.S.C. § 1956 is a law based in the US and for use in this country. Anything that happens in Russia is for their laws, not ours.

(a)
(1)Whoever, knowing that the property involved in a
financial transaction represents the proceeds of some form of unlawful activity, conducts or attempts to conduct such a financial transaction which in fact involves the proceeds of specified unlawful activity—

(A)

(i)with the intent to promote the carrying on of specified unlawful activity; or
(ii)with intent to engage in conduct constituting a violation of section 7201 or 7206 of the Internal Revenue Code of 1986; or
(B)knowing that the transaction is designed in whole or in part—
(i)to conceal or disguise the nature, the location, the source, the ownership, or the control of the proceeds of specified unlawful activity; or
(ii)to avoid a transaction reporting requirement under State or Federal law,
shall be sentenced to a fine of not more than $500,000 or twice the value of the property involved in the transaction, whichever is greater, or imprisonment for not more than twenty years, or both. For purposes of this paragraph, a financial transaction shall be considered to be one involving the proceeds of specified unlawful activity if it is part of a set of parallel or dependent transactions, any one of which involves the proceeds of specified unlawful activity, and all of which are part of a single plan or arrangement.

7201 and 7206 are about the removal of funds from the US outbound to escape taxes and the IRS. That doesn’t apply here.

It all comes back to same thing. This is a US code, and it doesn’t apply to Russia. The intent of the US Codes is to be used concerning the actions that fall under our control. We don’t have anything. We can speculate, but that doesn’t make it so. That money he was given on record was a loan, one we do not know the parameters of and it’s none of our business. Even if Hunter admits the thing was money laundering, he is chargeable under Russian law as the transaction was not accomplished here and there are no taxes to be paid with it. It doesn’t fall under either state or federal laws of this country.

That’s all good, but it means nothing. Even if someone can prove he laundered money for a foreign entity or person, there isn’t anything to prosecute. It, right now was called a loan and consultancy work. It has never been disproved even with an investigation by led by GOP Senator Ron Johnson of Wisconsin.

It may be true. But it isn’t provable nor involves the US until it is that it involved Joe. Hunter is a private businessman, he can do what he wishes. Personally, I think he’s a piece of $hit, but so far he’s not prosecutable....no evidence to do so. And it would have to be done in Russia, not by us. We aren’t involved until Joe is.
