Any Navy ship like that should have advanced fire suppression. For some reason the system didn’t work.
Were any aircraft spotted flying around with red circles painted on them?
I doubt they are “allowing it to spread”. There are a lot of very large open spaces on LHA/LHD class ships, including the hangar and the well deck/vehicle ramps/platforms, that make it very hard to set boundaries if the fire is in those spaces. During maintenance periods there are also typically large ventilation hoses and air/power/welding leads, etc running down long passageways that prevent boundaries being set. I don’t know what was involved in the F-35 modification, but significant reinforcement of the flight deck could mean firemain systems were cut, rerouted, or in some state of non-operation.
Once firefighting team evacuated, the ship was in serious trouble. Fighting a shipboard fire from a tug is not very effective. You need teams onboard. If you have a fire in your kitchen, and can only spray water from the street, you are probably going to lose your home.

I can tell you on my CG in Mayport from 94 to 96, we were in 3 section duty in home port. Perhaps that’s why our retention sucked.
Looks like the fire was on the hanger deck. While they were having trouble getting the water up to the flight deck, they seemed to be able to reach the hanger deck, but didn’t seem to have folks that could keep the water on target.
We have advanced fire suppression systems in spaces where they are needed. Engine rooms, hangar bays, well decks, flight decks, magazines, communications spaces, etc. But during major maintenance, these systems are frequently under repair or just shut off. For example, the hangar bay has an AFFF sprinkler system that should put out a hangar fire quickly. But reinforcing the flight deck for F-35s might involve modifying this system, so who knows if it was in a ready status. With no aircraft onboard, the system might have been deactivated. Hard to say what worked or didn't at this point. Clearly, it's a disaster for the BHR.
