simple solution for the H! b1 visas....force any company using the program to pay an access fee for the workers so steep that only a business that had no choice would use the program....
This is similar to Erik Holders statement about white people not applicable to crimes against them being hate crimes. White man bad.
Also similar to trying to claim age discrimination, you never win. Cry racism because Indians and Pakistanis and Bangladesh Muslims are taking our jobs? It just doesnt work, sadly.

And personally experienced it.
I get calls and emails from these outfits daily, regarding positions completely outside my area of expertise (industrial automation and process control, mostly in the chemical and energy sector). Why am I getting calls for circuit board design? These are body shops that just fling poo at the wall randomly to see what sticks. And yes the H-1Bs they send are barely qualified with just a minimum of book knowledge.
But the price is right. Gotta fix that quarterly bottom line. Who cares if the planes crash, anyway?
Who cares if a refinery blows up, kills a few plant workers, puts the town on shelter in place, OSHA fines, EPA fines, lawsuits (these are like red meat to Jim Adler, the Texas Hammer), and major loss of production. The H-1B did the engineering and saved up front costs.
Check with Engineering and Construction companies and see how many have cliques of Indian engineers led by Indian managers. When business gets bad, the non-Indian engineers are the first ones to get laid off. When business is good, Indian engineers are the first to get hired and promoted.
At the company I am at a higher up from India was hired about 2.5 years ago. He fired half the IT dept and outsourced them with Microsoft 365 people. The position below him, the person was replaced by an Indian and the person below him was replaced by an Indian. The manager and the supervisor I think must be worried as they are next..... then we would be next. Good thing I have stock!
