Typically, they aren’t. And that’s despite several jurisdictions releasing rapists and child molestors who would otherwise be on the sex offender registry.

This was an order by a local Louisville judge, not the governor. Just about every city and county in the nation gives extraordinary powers to local officials when a natural disaster or health emergency is officially declared.
This reminds me of how leprosy patients were treated.
Absolutely, this is traditional quarantine practice at work. This is not a violation of any kind of freedom or democracy. This is no different than jury duty or the draft in wartime. Staying quarantined when infected is one of the few duties a citizen has in a free country.
The idea of making healthy people stay at home or shutting down businesses is a completely different animal. That is a new, radical idea that is unproven, untested and most likely unconstitutional.
Did Kentucky put ankle bracelets on the nearly 30% +/- of their inmate population that they freed? /s
I’;ve been railing against the lock-downs and the sheep who scream for more - knowing you have the virus and need a couple weeks to stop being potentially deadly to others - and ignoring it is different than having AIDS and not telling a sex-mate in what way?
