Why $1,000? What is the magic in that number? Was it thought out or is just a knee-jerk number that sounds good? These guys are idiots.
There are so many issues with this. It’s a dreadful idea. Do you think this money is going to fly from the Government to every American, there will be bureaucratic level delays. A payroll tax holiday is instantaneous, no new forms, and it’s a bigger sum to workers 7.5% of 9 months wages (on 50K gross /yr the payroll tax relief would be 2.8k.
Romney wants to be the cheap SOB he always is while giving anything out to citizens yet at the same time make voters think he is a real humanitarian.
With the payroll tax relief the business is also getting a 7.5% relief. Win Win.
You just know, that the Democrats are going to make this for Illegals also.

I agree but what if you don’t have a job? Philly just shut down. Las Vegas is shutting down this week. My state all the bars and restaurants are closed.

Ohio is shut down. He is in a very competitive business and only has enough capital on hand to pay employees for around 2 weeks then layoffs nd unemployment.
This going to get bad.
If the US government is hellbent on injecting money directly to those citizens effected by this mess, I would suggest a tax rebate, based on the 2018 tax return, X amount for each dependent. A payroll tax is useless if you are not working because your employer has closed. Make it a tax free rebate and make it apply to US citizens ONLY.

Much like - if the new law allows you to take off and care for victims (real or imagined) and the BOSS has to pay you for your time off, no questions asked, wont be long before those that TOOK ADVANTAGE of a bad ruling would soon be drawing unemployment for the owner would have to reorganize - at the least - if his WORK FORCE took off on PAID leave.
I'd rather a few people game the system than a sick person show up to work and infect others. Particularly if that person is preparing my food or taking care of elderly patients. Sick people should not be penalized for staying home to get better. If the boss is worried about being taken advantage of he can ask for a doctor's note upon the employee's return. Just common sense.
Seems to me if the state shuts down your workplace you should be compensated for lost wages, no more and no less than the hours you would have worked.
