Color me skeptical. Both oil and currency exchange rates are all over the map, with oil being much more volatile. This guy cherry-picked (both from currency and oil data) 3 data points from 3 years in which oil was relatively stable, which is not exactly representative of reality.

Since it is entirely based on real data, it's entirely representative of reality. The policy makes sense, as well -- it addressed the possibility of a further shift to Russian oil sources by the EU.
