Of course it was a CIA set up. Why would Downer, the top ranking diplomat from Australia in the UK and former head of the Australian Intelligence Services want to meet this low level adviser living in London who had never met Trump?

It was a CIA operation. First they sent Misfud to Papadopoulos to plant this idea of “Russian dirt”, then they sent Downer to solicit that information from him so Downer could report back to the CIA/FBI “Trump people have Russian ties”. In truth, PapaD didn’t have to say anything to Downer - they just needed a public meeting on the record from which Downer could then report whatever he wanted to about it. And of course, as has been noted, it was already in the mass media talk that Russians had access to Hillary’s server so nothing PapaD could have said would have been new. And Downer knew better as well, even if PapaD said something it would have been hearsay and not credible evidence of anything. Even if the Trump team was colluding, why would PapaD - a London resident - have any specific knowledge of it? It’s all baloney. They just needed someone ‘attached’ to Trump to assign this ridiculous story to justify their intrusion into the Trump campaign. So they set him up.

As others mentioned, the IG only looks inside the DOJ (and FBI is under the DOJ). It does not look at CIA or other departments.

This is why Durham and Barr were very clear to explain that they disagree with Horowitz’ conclusions. Horowitz himself, in the report and in hearings, admits he can only work with the evidence he can gather from inside the DOJ. People who have quit or have been fired cannot be compelled to give testimony; and in the case of Comey he refused to ask for his security clearances so they were not allowed to ask him questions about classified information.

Horowitz report is lacking in many areas. We can only hope Durham and Barr will complete the picture and drop the necessary indictments.

Horowitz testified that two people refused to give testimony: Glen Simpson and Johnathan Winer.

Who’s Johnathan Winer? Here’s some background
Nov 05, 2003 Jonathan Winer of Alston & Bird files a FARA registration form to lobby for Oleg Deripaska’s visa

2009 Jonathan Winer befriends Christopher Steele

Sep ??, 2013 Jon Winer assigned as Special Envoy for Libya, a position that doesn’t need confirmation by the Senate

Sep ??, 2016 Steele briefs Jonathon Winer on dossier at DC hotel, Winer gives 2-page summary to Nuland and Jon Finer

Sep 19, 2016 Glenn Simpsons emails Jonathan Winer, asks if he’s in town

Sep 21, 2016 Jonathan Winer meets Steele at a DC hotel; he reviews (but does not keep) the memos; prepares 2-page summary

Sep ??, 2016 Winer starts talking to Blumenthal. Blumenthal shares Shearer information which was of a sexual and financial nature. Similar but different from Steele’s info

I’ll stop there. There’s a lot more info.

Interesting. One of Kathleen Kavelic (sp?), from the State Dept memos to the FBI discussing the meeting with Steele also refers to Blumenthal and a 2nd Dossier. This, plus other information, leads me to suspect that Steele had few if any real sources and that he was just putting his name on information given to him by Hillary’s closest advisers - they needed a guy like Steele with an “intelligence background” to make the information appear ‘credible’.

But they all (at least, all of them at the top) knew it was all just to create appearances. They knew the game.

Not a single criminal referral nor evidence of bias. Horowitz must be taking some darn good drugs.

YES. If you read Lee Smith’s new book, “The Plot Against the President,’” he refers to them as ‘PROTODOSSIERS.” He goes into detail how the Steele Dossier was assembled. an excellent read.
