Yes, and these particular "bonds" are actually called "US Securities" that are not publicly traded. They are merely IOUs for the FICA receipts that are transferred to the general fund. They will be redeemed, as needed, by taxpayer funds transferred back to Social Security from the general fund. The so called "excess funds" in Social Security that run out around 2024 have already been spent and are currently in the form of an IOU.
It's not a retirement program as no one has money in an account or a claim on monies in it. Future congresses can limit who draws from it. It's just like any other welfare program, but has been sold as something different to mislead the public. The yearly statement one receives showing their "account" is just a listing of how much FICA tax one was taken for. It isn't in your account.
In all honesty it was meant to care for widows and orphans, very few would live to be old enough to collect. The average life expectancy in 1933 was 65 years.

The problem began when the government got involved in welfare in the first place. It is not the job of the government to care for the poor and sick, it is the job of the Church.
When the government administers programs there is waste, greed and fraud. And there is always a need for more, more, more of our money.
