The real problem is that no one with any political power actually lives in the worst parts of any city.
Cummings lives in DC. The mayor may be black, but the mayor doesn’t live in the ghetto.
One of the first things a successful black person does is to move out of the ghetto.
Any community where all of its leaders and potential leaders leave as soon as they can is going to just sink further and further into the mud.
