The data can be used so only citizens will receive census forms.
Trump did say in the press conference that the official 2020 census would include the data gathered as a result of this Executive Order combined with the results of the questionnaire in order to affect representation in congress as well as districting.
At least it sounds like it?
Democrats oppose the question in part because Trump wants it but also they say it will discourage minority participation.
So whoever wrote this does not seem to see the idiocy of that premise.
Pretty much everyone in Washington, D.C. is terrified that the propaganda figure of 11 million illegals will be blown-up.
The real number may be closer to 60 million.
We all, in a small way, can make the census less meaningful. The only question you should answer is how many people reside in your home. If you are a chosen minority living in a white neighborhood, put only that race down. Nationality is being used to integrate neighborhoods under Democrats. Tell your neighbors not to respond to a census employee who will try to get information about you. Refuse to participate in the American Community Survey. Why should the government know about how many toilets in my house, but not want to know about my citizenship.
I am embarrassed to admit that I never even thought of that. Duh.... LOL

Barr not only provided the legal argument that SCOTUS effectively held that they could put it on the Census if they could re-litigate it in time, but that this alternative method would yield better more accurate results.

This is the plan - as written, Article 1 of the US Constitution requires the tallying of everyone into four categories: “free persons” “indentured servants” “Indians not taxed” “all other persons”. This de facto requires asking (or knowing as trumps executive order seeks to determine) about citizenship and other relevant questions, because prisoners, Indentured servants, slaves, visa holders, illegal aliens , etc. are not “free persons”. Under the Apportionment of Representatives and taxes section, it states that Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons. The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. As such, Trump is attempting to gather the data and provide it to the census bureau so that they can adjust their free persons figure and affect the apportionment of house representatives accordingly. Of course it will be challenged by the Dems and will wind up back in the Supreme Court, but his gamble is that by then, Ruth Bader Ginsburg or some other elderly leftist jurist will be dead and he will have filled that seat with conservatives to counter the unreliable John Roberts. This will all be played out after 2020, so it also counts on winning re election.

The data Trump ordered yesterday will be part of the Census. He claims the data will be more accurate than the citizenship question.
That would be a real eye-opener.

If not, then it will all be just an academic exercise, useful, but not effective in practice.

Our governments know how many citizens there are from birth and death certificates and naturalization documents.
I can easily attach a photocopy of a certified birth certificate of mine to the census form.
I have a valid passport. I still live at the address it was mailed to.
The federal government knows my Social Security number, my name and my address and a whole lot more.
I’m registered to vote at my address.
The federal government even knows about my Obamaphone.
