We were told in school that the most efficient form of transportation is rail followed by busses then cars and the worst of all is air travel. Since every good liberal knows that the earth is teetering on the brink of uninhabitable due to energy consumption and pollution.....
And most of all, don't have any kids!
The original intent of high-speed rail was not to replace air travel, but compete with it. Especially when passenger rail was still in the private sector. But big government wasn’t about to put airports into the private sector, and they also made privately-run high-speed rail prohibitively expensive via taxation and regulation. So when the first attempts came around, they had to be subsidized to even come into existence.
The first operational example, the Budd Metroliner, was run by a private company (Penn Central) but had to be subsidized to get off the ground, therefore. It was supposed to run at a top speed of 160 mph, which would’ve made it the fastest train in the world for its time (Japan’s “Shinkansen 0-Series” bullet train had a top speed of 130 mph), but due to all the corner-cutting thanks to the regulatory expense it ended up with a 110-mph top speed.
Has AOC considered implementing that technology?

Going to be a lot longer than 2033. SF recently opened the new TransBay Terminal, but it isn't finished. (And a large portion got shut down a few months ago due to faulty construction.) Anyway, they shuffled money around and diverted it from building the train station level in order to get the bus terminal and park built, and now they can't find money to build the train station level which is now an empty hole in the ground. They need to find many billions of dollars to build that level, and a tunnel from existing tracks blocks away. Many many billions of dollars, and that'll push the date far away from 2033.
By the way, much of the cost of the high-speed trains were due to swapping out the existing diesel hybrid trains with electrified rail and electric trains. Never mind that the existing diesel hybrid trains run on electricity generated by onboard diesel motors. They're just shifting use of fossil fuels from one location to another in order to produce the electricity, which will use far more fossil fuels to electrify the rails to power the trains. It's not zero-energy!
For one thing, I promise a real attempt to impose the ‘Buffalo Commons’ idea from Frank Popper in the ‘80s. Parts of ten states down the middle of the country to be depopulated.

High Speed Rail, California Version, was never more than a way to enrich connected Democrat insiders by pretending to build something.
They knew it wouldn’t be finished. That wasn’t ever the point. The point was to issue contracts to their friends and family. It’s how to steal from California taxpayers while not making it obvious.
AOC and her Hindu puppet master Saikat Chakrabarti may actually want to build their train. The California Democrats were never serious about it.
