I forget the acronym - but I found some military class notes talking about just that. This is a delaying barrier, and is useless without armed security. However - it would give our folks a fighting chance to catch them as they are trying to cut the razor wire as we patrol a section of the fence.
And that will be a tough job I would think working from the top down - maybe with a rope tied around your legs and lowered from the other side - cutting head first? I know I wouldn’t last very long in that position! Too tall and akward to hoist a ladder over the top I would think.
some plywood with ridges on it laid over it would work. It’s only about 10 or 15 feet high. I would have a pick up with the plywood panels in it and rope/cable with grappling hooks hooking the bottom of the other side of the fence with a feeder line/cable that would pull the plywood ladder over the fence. or just have a long plywood extension ladder that breaks in the middle and extend it up over he fence. leave it util next time then do another.

Take a close look. The original border “wall” is behind this wire. They backed it up with this stuff.
They get over the “wall/fence” and they end up in the wire.
Take VERY careful and detailed pictures and video.
If ANY of those protesting now try for asylum later, show them the picture, and stamp "Denied" on it right in front of them and send them packing.
Tell them in Spanish or whatever language they speak that "This is NOT how get in, EVER."

Concrete barriers are OK for vehicle traffic, but that sure as hell isn’t enough razor wire.
Wire needs to be stacked at least 6 to 8 rolls high and 6 to 8 rolls wide.
