Actually, it is technology. Until 'electric' cars can go 200+ miles (and do so with either the heater or air conditioner running), and be refueled in 15 minutes, they are niche products at best.
In any case, all 'electric' cars do is shift where the energy is produced. In much of the US, that means that 'electric' cars are actually coal powered. Some are nuclear, which I think is cool in its own way.
Again, if you want efficiency, I'd recommend a diesel-electric hybrid, but since it isn't really an issue of efficiency, or facts, but is just emotional virtue-signalling claptrap we won't be seeing that any time soon.
