My home state of Mississippi is precisely that
Probably one third of my 1970s peers left for Dallas or Atlanta or today Nashville is a big draw
And some to Kali or DC or NYC
they tend to return when old for at least part time
I left and even though back south by early 40s I didnt go back to Miss because of better opportunities in Nashville for me
