That’s mostly incorrect. France has a very aggressive public housing policy. Muslims are mostly low income renters so can’t choose where to live and the bureaucrats have decided long ago to “spread” them into the larger population. So given the high % of muslims, there is quite few ghettos compared to other countries like the UK or the USA. In fact, the whole country is becoming a ghetto.
