One key difference is that teachers’ unions, especially in my area (the northeast), are completely dependent on immigrants (legal or illegal) to keep their jobs. They don’t have enough American “clients” (students), so they basically are walking a fine line with American taxpayers footing the bills of increasingly non-American student bodies.

The public education costs in my home state of NJ are so high many Americans and their employers have fled; it was bad enough to throw so much money into a black hole without results, but unbearable to do it for foreign students.
