I live in the area of Florida hit by a hurricane recently.
Except for FEMA offering tarps, no federal help whatsoever as far as I know of.
Plant debris is still in piles along my Sarasota County street (and in my yard - all the trash cans but one for garbage are filled and waiting for a WM pickup).
In cases of near total disaster, the federal government normally pays to keep impacted governments running, but ordinary people had better have [flood/windstorm/earthquake] insurance.
I used an ATM to load up with money before Irma hit just in case the storm took out the debit card network in the area.

No BSLSDNBC, Trump believes all Americans should better themselves instead of being and using the constant excuse of victimhood; have discipline even if it involves taking on temporary pain to get ahead in life in the pursuit of happiness which makes it better for all. And folks in Florida and elsewhere, don’t pile yard waste and structural waste together after a storm.
Don’t put the piles around mailboxes or cars either. The big fork on the fork trucks might do some damage you might not like to have.

The reality is that there are hundreds of resources stuck in the harbors of Puerto Rico and their are hundreds of soldiers and US Navy vessels there as well. But just like with Katrina. Its hard to help those who cannot or will not help themselves. Florida is fine. Texas is fine. But that is because Floridians and Texans just need assistants, so they can do it themselves. But in Florida like in New Orleans. The government can’t handle it. Its never going to work because they can’t get the workers to show up. The government owns the power plant, and they don’t know how to fix it. If they just cede control to the Army it would get fixed. But the local government is too corrupt and too inadequate to the job.
I believe there isn’t a dime’s worth of intelligence on all of MSNBC.
