Congress shall establish an uniform rule of naturalization. When was the last Constitutional Naturalization Act? Since 1870 it's been nothing but UnNaturalization Acts.

The problem is SCOTUS and often the circuit courts are the ones spewing the new and crazy unconstrained rulings, not so much the district courts.
