You’re missing the point.
There should NEVER be a tax laid by the Federal government directly on the people, independent of the States.
That is WHY the 16th had to be enacted: it nullifies the clause previously cited about no direct or capitation tax being laid. It HAD to be enacted because from 1787, no one ever thought the Federal government had the right to collect a tax directly on the citizenry.
Fair Tax is just one of an alphabet soup of proposals that are just watered down versions of the same thing.
We have to go back to the original idea: the FedGov does not have the right to reach into the States directly to the citizens for anything: taxes, mandatory medical insurance, or stupid ponzi schemes for retirement funding.
