Simple fact of the matter is North Korea exists because China exists. China is the only nation substantially supporting its non existent economy. Just issue an executive order that any nation trading with North Korea will immediately be precluded from trading with the US until the trade ceases, That means you China.

I'm sure China won't mind if the US stops doing business with Chinese companies that support the NorKo regime. After all, the US doesn't want to be responsible for indirectly providing resources to a country with which we may engage in conflict.
