IMO, it's why the native populations in both Europe and N America are being replaced with sub-100 IQ 'immigrants'. In an era of energy scarcity, it will be easy to manipulate those less cognitively able to understand the system that enslaves them.
Perhaps a key element will be the modification or elimination of the belief gene(s) to wean them from Islam. That's why the elites aren't afraid of religious threat; it will be trivial to convert that kind of allegiance to service to the state.

Which always leads me to the question: how do cells know where they are in the body such that the correct genes are expressed?
This is a vast topic but, In general, cellular signaling molecules transported into the nucleus causes genes to be turned on or off.

I understand. But how do the signaling molecules know where they are in the body? The human starts as a single cell then keeps dividing. Somewhere, cells start to specialize. How does a cell know to become a liver cell, or nerve cell etc?
Why are the appropriate gene expressions happening where they’re suppose to?

Not a dumb question at all. It is one of the major issues of developmental biology: how cells differentiate. An undifferentiated stem cell is obviously receiving information — signals — from the outside that tells it what type of cell to turn into. But it is such a big topic that I can tell you little here in a comment. You can get the highlights in this fairly well-written Wiki article:
