Wouldn't a person pretty much have to be at the poverty level in order NOT to pay any taxes? If that is the case then they would get medical under Medicaid.

BINGO! Medicaid covers the poor. This tax scam is to subsidize lower middle class aka even out income. It's communism by any other name but as long as our government is dependent on handouts to get reelected, they will continue down this road.
