Graham does not really merit being taken seriously, but for laughs:
Why only Russia? Numerous other countries interfered in the same way (i.e., propaganda). Various countries in the Middle Ease and elsewhere channeled massive donations to one of the candidates (Hillary), to the Clinton Foundation, and to front organizations to benefit one party (the Democrats). Every day, European leaders are actively interfering in US internal politics. Can we punish Merkel, et al.? Russia’s efforts seem to have been miniscule by comparison. If the most radical claims are believed, they helped bring evidence of extreme corruptions into the public domain, thus allowing voters to make their decisions based on MORE rather than LESS information.
How about punishing those in US administrations who interfere in other countries elections and governments? Obama. Hillary Clinton. Ukraine. Syria. Brexit.
Graham needs to shut up and go away.

“Punish” Russia? How? To what strategic purpose? With what anticipated effect? Instead of regarding the United States as a superpower with national interests, Graham talks as if we are the assistant principal for discipline in a rough inner city high school, with Putin being an especially troublesome student.
