the most EVs that Hillary can get on the first ballot is now 266, below the 270 needed for a first ballot victory (at least so far as I understand the process)

Looks like the final vote will be 268 - 266, since Texas is going to talk into the next century.

When must Texas complete the vote? Time is running out, and TX failing to certify in time means 2nd round of voting _without_ elector binding, completely bonkers.
They have only been at it for 1 hour. Remember those times are regional.
