I will await the publication of the paper and hope that he is correct. But, I will note that the guy is a hoot. He uses a term, QUANGO - which is and acronym used derisively by the British for "quasi-autonomous non-governmental organization."
Quangos it turns out are a nuisance. According to the UK Tax Payers Alliance, in the year 2006-07, tax payers funded 1,162 Quangos at a cost of nearly £64bn; equivalent to £2,550 per household.
Examples of quangos include: Waste Electrical and Electronic Equipment Advisory Body, Learning & Skills Improvement Service, the Institute for Learning, and Standards and Verification UK, Carbon Trust (which it is noted could be merged into new UK Green Investment Bank).
The term was first used, actually in the US by the Carnegie Foundation. I would be curious to know if quangos are a significant issue here. I would note that £2,550 per household to support quangos in UK is an alarming amount of money.
The left will refuse, absolutely REFUSE to give up the "green" or "climate" efforts.
Anyone paying attention has known from the very start of climate alarmism is that this, like all leftist master plans, is not about the human condition, but about human control.

Several years ago I read a book by James Gleick called "Chaos", that was about fractal geometry. It describes how we discovered 'chaos theory', fractals, and and the concept of 'sensitive dependence upon initial conditions'. They knew way back when that climate is much too complex a system to be modeled in they way it is so casually done today. Modern information and complexity theory completely undermine the entire concept.
Back in the 50s, you would read quite often in science fiction about controlling the weather. Benoit Mandelbrot, Edward Lorenz and others proved such a concept was doomed no matter what you did. You can't 'control' a system that is so sensitive to initial conditions. You can't even predict where periods of stability will occur, or what small forces can perturb it from that system. Frankly, I'm astounded every time I hear the alarmists screaming about 'climate change' as if we had one damn bit of power over the changes that are always occurring.
No matter what we do to try to affect the climate, it is always wrong, because the ultimate outcome of your actions can't actually be predicted.
This is not newton's world. The alarmists are always harping about conservatives being 'anti-science' when it is them who are so dense that they defy even basic mathematics in order to continue to rant and rave about the sky falling.
