That had nothing to do with a recount. It was the counting of legitimate mail-in ballots in Philly. And that's it. There's nothing left to count.
There's no election official in Pennsylvania who thinks that Trump's lead is in jeopardy.

I think the primary purpose of Stein and Hillary contesting these precincts was to find some argument for a state recount.
At least we can learn from this and change laws so this will not be possible in the future.

It is my understanding that any recount petition had to be done by November 21st. The end. I have no idea why this County Board decided to do this.
