It may still be smoldering. We had an arson in our former urban neighborhood of an old building (with wooden structural elements) containing a restaurant, and it re-ignited several times over a period of a week or more.
I can appreciate that. I can only assume the firemen/women know what they are doing and want to wrap up whatever they do post-fire ASAP, but as thoroughly as possible because there are probably death certificates and all manner of forensics that have to be preserved.

This reminds me of a news story that was on a tv magazine show. Some human traffickers in New York City had an illegal factory. The factory workers were illegal aliens who were locked in the building day and night. It made me wonder how they could have an illegal business right in the middle of a large city. As you mentioned, all cities have building inspectors that have to drop in unannounced from time to time but it seemed that these slave labor owners were not afraid of being caught. Things that make you go hmmm.
RE: the Occupy Movement.
I was wondering if this was a crash pad for some of those “rent-a-mob” that Democrats love to hire from time to time? Remember when the city of Furgerson had their riots? Agitators from as far away as Oakland had traveled all the way to Missouri.
