They never published the minutes of the 11/15/2016 meeting, so we can't know for sure who pitched the B%tch.
However, they did publish the minutes of the 12/6/2016 meeting where this happened:
"On motion by Mr. Bull, seconded by Mrs. Miles the Board unanimously approved to accept the superintendents recommendation to permanently put the books back on the shelf."
